Project Brief:

Despite the global prevalence of Public-Private Partnerships (PPPs) in education, their comprehensive evaluation in terms of governance, management, and stakeholders’ involvement remains limited, especially in developing regions. The research aims to fill this gap by exploring the inter-organizational relations, governance mechanisms, and stakeholder involvement in PPPs for the provision of educational services, with a specific focus on Punjab’s education landscape. The study identifies key objectives, including evaluating stakeholder interactions for co-creating public service value; assessing PPPs’ impact on access, quality, and equity in education; and exploring the challenges, and mechanisms to reach out marginalized population for the provision of educational services by PPPs in Punjab.  The goal is to develop a framework of best practices for fostering value co-creation in education through PPPs. With the coverage of the Punjab Education Foundation and other PPP initiatives, the research aims to provide practical insights into addressing educational disparities and improving outcomes in the region. The study’s findings aim to inform policymakers, enhance collaboration, and address educational disparities through evidence-based research.

Public Policy Relevance:

The study will provide a Framework for Co-Creation of public value through PPPs. The study’s frame-work of best practices for fostering value co-creation through PPPs will provides a practical tool for policymakers to structure and evaluate partnerships, enhancing the collaborative nature of these initiatives. By identifying best practices and success factors, policymakers can optimize resource allocation, ensuring that PPP initiatives lead to positive outcomes in terms of improved curriculum, teacher training, technology integration, and overall educational quality. Understanding the equity implications of PPP initiatives helps policymakers ensure equal opportunities for all students. This knowledge can guide the development of policies that foster inclusivity and fairness in education.
