Rafiullah Kakar

Rafiullah Kakar is the Member (Social Sector & Devolution) at the Ministry of Planning, Development and Special Initiatives, Government of Pakistan. He leads the work on policy research, identification of strategic projects and preparation of short-term, medium-term and long-term development plans for key social sectors including education, health, youth and women empowerment, poverty alleviation, and population. He also reviews, appraises and monitors development projects related to social sectors.

His key areas of expertise include social development, youth development, education reforms, conflict management, public-private partnerships, and political economy of institutional reforms. In his last assignment, he served as the CEO of Balochistan Public Private Partnership Authority. He also teaches short modules to participants of Mid Career Management Course (MCMC), Senior Management Course (SMC) and National Management Courses (NMC) at the National School of Public Policy. Mr. Kakar also has an extensive and prominent track record in publishing academic articles, book chapters and professional reports and policy papers.
