Project Brief:

Manpower export has become a significant component of Pakistan’s economy, contributing approximately $30 billion in remittances annually. This study aims to analyze the current patterns of manpower export in Pakistan, with the objective of identifying the major challenges within the manpower export system. Specifically, it will document existing trends in manpower export, the working models employed by the government and recruitment agencies, and the issues that impact the export of manpower from Pakistan. A key focus of this study will be to analyze the barriers that prevent youth from accessing foreign jobs, as well as to evaluate the practices adopted by government-licensed recruitment agencies involved in manpower exports. Additionally, the research will seek to identify new opportunities within the international labor market for young people and explore effective strategies to access these premium job opportunities. The study will employ a combination of desk-based research and field study methodology, which involves interacting with manpower export firms, government officials responsible for manpower exports, and youth interested in securing foreign employment.

Public Policy Relevance:

This study aims to enhance policymakers’ understanding of current manpower export patterns in Pakistan. It seeks to elaborate on the existing practices and the role of recruitment agencies involved in manpower exports from the country. A key objective is to highlight the major issues within the current system of manpower exports and to explain the challenges in finding quality opportunities for semi-skilled and skilled local labor in the international market. Additionally, this study will benchmark the working models and initiatives of other developing countries in the realm of manpower export. The overall output will include a set of recommendations for policymakers to address the challenges in current manpower export practices and to adopt successful models for accessing global labor market opportunities for Pakistani youth. Specific recommendations will focus on reforming the manpower export system in Pakistan, emphasizing the roles of the Overseas Employment Corporation (OEC), the Bureau of Emigration and Overseas Employment (BEOE), private recruitment agencies, and the Ministry of Overseas Pakistanis and Human Resource Development.
