Climate Resilience Approach to Sustain the Solid Waste Sector through Analytical Hierarchy Process (AHP) for Policy Decision

Project Brief:

This project aims to create a comprehensive emissions inventory for Municipal Solid Waste (MSW). It will involve extensive data collection, both primary and secondary, regarding waste collection fleets, fuel consumption, waste disposal methods, and collection efficiency. The primary focus is to prepare a greenhouse gas (GHG) emissions inventory for the waste sector, along with scenario-based projections for potential carbon offsets and credit trading. The goal is to uncover actionable strategies that can enhance the environmental and financial sustainability of the waste management sector in the country. This policy guideline will help align the waste sector with the targets and objectives of the Nationally Determined Contributions (NDCs) and the Sustainable Development Goals (SDGs). To achieve this, we will implement the Analytical Hierarchy Process (AHP) as a strategic tool for Multi-Criteria Decision Making (MCDM). This approach will help us prioritize waste treatment options for the local sector based on the emissions reduction potential of each method, along with associated technology, installation, and operational costs. Additionally, we will assess the trade-offs related to different waste management strategies within the context of Pakistan.

Public Policy Relevance:

The ultimate goal is to provide a robust framework and policy guidelines for the local waste sector. This framework will guide the development of a comprehensive sectoral policy based on the emissions inventory, aimed at reducing emissions using the best available methods and technologies grounded in scientific reasoning. This policy will offer a holistic view of the waste sector’s potential for climate finance funding opportunities, including estimated carbon trading and funding options for Pakistan.
