Alternate Use of Public Assets: A Case Study of Allama Iqbal Open University, Islamabad

Project Brief:

This case study aims to analyze the economic potential of the under-utilized assets at the regional offices of the Allama Iqbal Open University. As the operational and academic activities of the AIOU are now being digitalized, the assets (land, buildings, staff, IT labs etc.) deployed in the different regional offices across Pakistan, are now less utilized. This case study aims to explore the under-utlized assets of the AIOU across Pakistan and to suggest the alternate usage of these assets. For this purpose, the field study approach will be used to visit the regional offices of the AIOU and identify the under-utilized assets. After identification, assets valuation will be conducted and accordingly alternate financial usage policy will be recommended to generate the maximum returns on the under-utilized assets.

Public Policy Relevance:

This research study will provide a framework for determining the capacity utilization of public sector assets, valuation of public sector assets and developing a viable financial model for the alternate use of the existing physical capital.
