Project Brief:
Given the state of cemetery management and the challenges faced in land allocation for burials in over fifty cemeteries in Rawalpindi, we aim to assess the difficulties encountered by bereaved families of all religious denominations in arranging funeral services. Additionally, the study explores the potential of digitalization to tackle the logistical, financial, and operational challenges in cemetery management and funeral service provision in Rawalpindi, Pakistan. With rapid urbanization placing a strain on traditional burial practices, modern solutions such as e-governance could significantly enhance these services. The study employs a mixed-method research design to evaluate the feasibility and acceptability of digitalizing cemetery management and funeral services. The Technology Acceptance Model (TAM) will be used to identify issues from the end users’ perspective, while a structured questionnaire survey will assess feasibility from the service providers’ viewpoint. This research is crucial for advancing the achievement of Sustainable Development Goal 11 (SDG-11) in Pakistan.
Public Policy Relevance:
This study provides a comprehensive understanding of the current challenges and potential solutions, guiding policymakers in making informed decisions to enhance the management of cemeteries and funeral services in Rawalpindi. This includes improving service delivery, increasing efficiency, and ensuring accessibility to burial services for all families, regardless of income. Insights from the study can drive the digital transformation of municipal services, fostering greater transparency, accountability, and citizen satisfaction. Efficient management of cemeteries will also lead to a better utilization of urban space, addressing issues of overcrowding and disorganization.
